Traditional Approaches to ID Photo Capture

ID photo capture is a core part of issuing secure ID badges, cards, and credentials — but it can also be a tedious and time-consuming process. Paper Forms & In-Person Photo Stations

For decades, the most common method of collecting ID photos involved having cardholders physically show up at a card office, HR department, or registration event. After completing a paper form, a staff member would take their photo using a camera or webcam. This quickly became the standard workflow across schools, corporate offices, and government facilities.

Typically, the workflow looks like this:

  1. Cardholders schedule a time or walk into a designated photo area
  2. An administrator verifies identity and completes the required forms
  3. A photo is taken using a dedicated camera or workstation
  4. Images are saved into the system and later processed for badge printing

Pros and Cons

This approach to ID photo capture offers strong control over image quality. Staff can manage lighting, backgrounds, and composition, helping ensure photos meet identity verification and credentialing standards such as those recommended in the NIST Digital Identity Guidelines. Administrators can verify identity on the spot and retake photos immediately if needed — reducing the chance of unusable images.

However, this method is resource-intensive. During busy onboarding periods, lines grow long, and scheduling becomes difficult. Administrative staff must manage forms, camera equipment, and manual data entry. And for remote workers, distance learners, or off-site contractors, visiting a photo station may not be practical.

So while this method is reliable, it can become costly and inefficient for organizations with large or geographically distributed populations.

Email Attachments

Many organizations now collect ID photos through email. Users take their own photo using a smartphone, tablet, or camera and email it to a designated address along with identifying information. Administrators then download, organize, and import the files into the badge system.

Pros and Cons

This method of ID photo capture is simple and familiar. Nearly everyone knows how to send an email, and photos can be submitted anytime without scheduling an appointment.

However, the drawbacks are significant. Photo quality varies widely because users do not have guidance on lighting or background. Missing information often leads to follow-up emails. Inboxes fill quickly, and staff spend time sorting, renaming, and matching files to records. Because every step is manual, the risk of errors increases as volume grows.

For programs processing hundreds or thousands of submissions, email-based photo collection can quickly turn into a full-time administrative job.

Traditional Photo Booth or Desk Setup

Some organizations invest in dedicated photo booths or workstation setups designed specifically for ID photo capture. Unlike ad-hoc in-person photo stations that rely heavily on staff, paperwork, and manual data handling, these booths are permanent or semi-permanent installations with professional lighting, fixed backdrops, and consistent camera positioning. This creates a more controlled environment and helps ensure uniform, higher-quality images.

Booths are typically installed in a card office, HR department, or security center. Users may be guided through the capture process by staff or by on-screen prompts, and photos are stored directly into the card issuance or identity management system — reducing some of the manual file transfer steps found in traditional paper-based workflows. While this setup improves consistency and efficiency, it still requires users to appear in person and can be difficult to scale during busy onboarding periods.

Pros and Cons

Dedicated booths offer consistent quality and efficient ID photo capture. Integrated workflows reduce manual file handling, which improves accuracy and saves time.

However, staff oversight is still required, and scaling remains a challenge. During peak onboarding periods, limited booth capacity results in lines and delays. Remote or distributed populations must still travel to the photo location — which may not be realistic.

So while booths streamline the process compared with paper-based setups, they do not fully resolve the logistical challenges of in-person photo collection.

Summary

All three ID photo capture and submission methods — in-person photography, email attachments, and dedicated photo booths — are still widely used today. Each successfully captures an image, but each also introduces administrative burden, inconsistency, or logistical challenges.
